An Image to PDF converter turns one or more pictures into a single PDF document, where each image becomes one page. Instead of sending a folder of loose photos or screenshots, you can produce one tidy file that opens the same way on every device. It is ideal for scanned documents, receipts, ID photos, handwritten notes, presentation slides, and photo portfolios.
This tool runs entirely in your browser using JavaScript and the HTML canvas API. Your images stay on your device and are never uploaded to a server, so you can convert private photos, identity documents, or confidential scans without worrying about third-party access.
Many portals cap uploads at a fixed size — 100 KB, 200 KB, 300 KB, 500 KB or 1 MB are the most common limits for exam forms, visa applications and job portals. A 1 MB cap is generous enough for a large batch of scanned pages while still keeping the file manageable. Choose your limit in the Target PDF Size dropdown and the converter does the rest:
The target size, minus the PDF structure overhead, is divided evenly between your images.
Each image is re-encoded repeatedly at different JPEG qualities to find the highest quality that still fits its share of the budget.
If quality alone is not enough, the image is progressively downscaled through a ladder of resolutions until it fits.
The finished PDF is measured. If it overshoots, the whole job reruns with a tighter budget — up to five passes.
Tip: a 1 MB limit comfortably fits around 10–40 scanned pages at good quality. It is the sweet spot for documents that need to stay readable but not huge.
Click Select Images or drag and drop your pictures into the drop zone. Previews and dimensions appear automatically.
Drag thumbnails to set the page order. Rotate any sideways photo with the rotation buttons, or rotate everything at once.
Pick a page size (A4, Letter, Legal or fit to image), orientation, margin, image quality and — optionally — a target file size.
Click Convert to PDF. The document is generated in your browser and downloaded automatically.
Need to combine the result with an existing document? Use our Merge PDF tool afterwards. To shrink the finished file further, try Compress PDF, or extract pages again with Split PDF.
The tool is responsive and works in modern mobile browsers on Android and iPhone. Tap Select Images to pick photos from your camera roll or cloud storage. Drag-and-drop reordering is replaced by the up/down arrow buttons on each thumbnail, so you can still control the exact page order. Rotation, page size, quality and target-size settings work exactly the same way as on a desktop.
Compress assignment scans and handwritten notes into a 1 MB upload-ready PDF.
Bundle screenshots, receipts and scanned forms into one small, shareable document.
Convert scanned evidence and ID documents without sending them to a server.
Meet strict portal limits — 100 KB, 200 KB, 300 KB, 500 KB or 1 MB — for photos, signatures and documents.
You can convert JPG, JPEG, PNG, WebP, GIF, BMP and AVIF images. Formats other than JPG and PNG are automatically re-encoded in your browser before being placed into the PDF.
Open the Target PDF Size dropdown and choose Under 1 MB. The converter re-encodes and, if necessary, downscales each image until the finished document fits inside the limit, then verifies the real output size.
Yes. Each image becomes one page in the final PDF. Add as many images as you like and drag the thumbnails to control the page order. A 1 MB limit comfortably fits around 10–40 pages depending on resolution.
Yes. Use the rotate buttons on each thumbnail to rotate an image clockwise or counter-clockwise, or use Rotate All CW / Rotate All CCW in the side panel to rotate every image at once.
Yes. All processing happens locally in your browser using JavaScript and canvas. Your images are never uploaded to any server.
With the Original quality setting and no target size, JPG and PNG files are embedded exactly as they are with no re-compression. Target-size mode deliberately trades some quality for a smaller file — but at 1 MB there is plenty of headroom for high-quality output.
